Declarations of Interest:

Councillor Tom Stafford in respect of agenda Item 15.1, planning application S/01/154A. Interest declared as a resident of Glebe Fold.



Clerk’s Report:

4.1 The Clerk’s report was presented and accepted.

Further information was given on:-

4.2.1 (Item 4) The North West Ambulance Service NHS Trust (NWAS) has chosen Cumbria as the place to launch the next phase of its #Team999 campaign which is an initiative designed to educate people about what can happen following an emergency call to the ambulance service. The NWAS is offering Parish Councils the following opportunities as part of the initiative:

i) a visit from a senior representative to discuss the changing role of the ambulance service in the community.

ii) a visit from a clinician #Team999 member to explain their skills and how they contribute to patients getting the right care.

iii) a visit from a #Team999 member or volunteer to demonstrate life-saving skills such as CPR and how to use a defibrillator.

4.2.2 It was resolved to contact the North West Ambulance Service to ascertain what appropriate input the Service could provide within the environment of a future Parish Council meeting.

4.3 (Item 6) It had been reported to the Clerk that further damage had been caused to Stonehouse Bridge where more coping stones have been removed from the bridge wall. A complaint had been reported to CCC Highways ref: 62/1326402. Communication had also been made with the CCC Highways Senior Bridge Engineer who indicated that repairs to the Bridge would take place this summer.

4.4 (Item 25) Joanne Golton from the Economic Development Department of South Lakeland District Council (SLDC), has made an offer to attend a future Parish Council meeting to explain how SLDC may be of assistance to the Parish in terms of helping to develop the economic growth of Dentdale. It was resolved to invite Joanne Golton to the Parish Council meeting on Monday 11 May 2015 to present SLDC’s economic development strategy in relation to Dentdale.

Information received since the publication of the Clerk’s report included:

4.5 The Clerk informed the Council that the current office printer was in need of replacement. It was resolved that the Clerk should research the availability and cost of both inkjet and laser printers and purchase an appropriate replacement.



Chair and Member Announcements:

Councillor Rita Corpe informed the meeting that she had received a recent complaint of contractors obstructing the highway at The Green without giving prior notice to residents that work was scheduled for the area. No further action was necessary as work had been completed.


County and District Councillor Announcements:

District Councillor Evelyn Westwood clarified the position concerning the inspection of private water supplies highlighting that South Lakeland District Council is legally required to carry out the inspections to make sure that they meet Drinking Water Inspectorate standards. This exercise is carried out every five years. Councillor Westwood added that the mandatory testing of supplies would only apply to ‘shared supplies’ and the cost would therefore be shared between the users of the supply.

The contractors undertaking the inspections on behalf of SLDC had been selected by a recognised tendering process which additionally ensured that the preferred contractors were qualified to carry out the work.



Parish Council Vacancy:

7.1 Correspondence and an application had been received from Scott Thornley expressing his interest in becoming a member of the Parish Council.

7.2 It was resolved that Scott Thornley should be co-opted as a member of the Council.



Music and Beer Festival:

8.1 A request was received from Philip Ayers on behalf of the Music and Beer Festival Committee (MBFC) for the use of the Car Park site for this year’s Dent Music and Beer Festival. The event would take place between 26 and 28 June 2015.

8.2 It was resolved that the Parish Council would give consent for the MBFC to use the Car Park site for the purpose of the Festival, subject to the agreement of the Yorkshire Dales National Park Authority (YDNPA) as owner of the site; together with any terms and conditions being imposed, including those imposed on the Parish Council within its lease agreement. It was additionally stipulated that following the Festival the site should be left in the condition it was received prior to the event. The Clerk should write to the YDNPA seeking its permission for the event and contact the MBFC with the YDNPA decision.



Housing Policy:

9.1 Documentation was received concerning the YDNPA’s selective review of housing policy. This document is currently inviting comments from the public within a consultation which will close on Friday 01 May 2015.  

9.2 It was resolved that the YDNPA’s housing review consultation should be considered at a separate meeting of members to be held at 7pm on Wednesday 22 April 2015 at the Reading Room, Dent.   


Website Service:

10.1 Councillor Tom Stafford presented an update on the progress of the development of the website project.

10.2 It was reported that phase 1 of the project which involved building the new website was progressing well and it is anticipated that the project will be completed later this year.

10.3 The new design will rest on a modern database-type structure which amongst its many advantages allows varying levels of administrative control. This means that in future trained personnel will be able to upload and edit content and take part in the running of the site, spreading the burden of administration. It is hoped that many of the local groups which have a presence on will be able to take control of their own small sections of the site with as much or as little help from other administrators as they wish. It also means that the original scope of will be left intact as much of the content Neville Allen has produced and collated over the years will be transitioned to the new set-up.

10.4 Steven Bramall remains the sole designer of the new site. His work includes re-building and the design of a new site for, transfer of all current content onto the new site and training of administrators. He will also provide technical support as required once the project has been completed. A request has been received from Steven Bramall for a single payment of £400 for his services throughout the project.

10.5 It was resolved that Steven Bramall should receive payment of £400 for his work, commitment and contribution to the website project.



Street Lighting:

11.1 Since the last Parish Council meeting a pilot scheme had seen 7w LED bulbs fitted to two street lights for the purpose of a suitability test. The bulbs had been fitted to the lights at Rowell House and at Church Gate Cottage. It was reported that the lights were effective and delivered no less light than the bulbs they had replaced.

11.2 It had been estimated that replacement of all street lights bulbs to LED functionality would cost in the region of £150 plus fitting fees.

11.3 As the electricity supplier was to significantly increase its rates as from 01 May 2015, it appeared timely to reduce output consumption by utilising LED technology. Enquiries were continuing with other electricity suppliers with regard to quarterly charges to ensure the Council was on the cheapest available tariff.

11.4 It was resolved that due to the financial savings that the LED bulbs would deliver a project replacing all street light bulbs with LED lighting should proceed. 



Car Park Lease:

12.1 A draft five year lease proposal for Dentdale Car Park had been received by the Council from the Yorkshire Dales National Park Authority.

12.2 The content of the lease agreement was broadly similar to that issued previously, however; the rental charges had been revised as follows:

Financial years 2015-2016 and 2016-2017 @ £3,500,

Financial years 2017-2018, 2018-2019, 2019-2020 @ £3,750.

12.3 It was resolved to formally accept the lease agreement which was duly signed by Councillors Graham Dalton and Tom Stafford.



Dentdale Car Park:

13.1 Two quotations were received for the repair and redecoration of the exterior walls of the Car Park public conveniences and the interior and exterior of the bus shelter.

13.2 A grant application towards the cost of the project had been successfully made to South Lakeland District Council and a further grant application to the Music and Beer Festival Committee was still outstanding.

13.3 It was resolved to allow the project to proceed and the contract be awarded to S. J. Hawley, Decorating and Joinery Services, representing the lowest quotation of £1,300 to complete the outstanding project work.
