Meeting of Dent Parish Council - 01 September 2014

The meeting opened at 7.30pm.



1.1 Roy Shelton (Chief Executive Officer) and David Cullen (Non-Executive Director) of ITS Technology Group together with Tony Roberts (Fibre Garden) were welcomed to the meeting.

1.2 A presentation followed detailing ITS Technology Group’s partnership with Fibre Garden in delivering superfast broadband to Dentdale and Garsdale.

1.3. Roy Shelton introduced the background to ITS Technology Group which is based in Runcorn, Cheshire. Provision of super-fast broadband in the London Borough of Hammersmith and Fulham together with international delivery in Vancouver, Canada, were highlighted amongst several other successful projects throughout the UK. 

1.4 ITS Technology Group’s partnership with Fibre Garden will include:

i)  Project management of the broadband programme.

ii) Building the broadband network on behalf of Fibre Garden throughout Dentdale and Garsdale.

iii) Operating the network on behalf of Fibre Garden for which it will receive a service fee.

iv) Provider of additional finance prior to Fibre Garden’s receipt of government funding.  This funding remains dependent on Cumbria County Council deciding to de-scope Dentdale and Garsdale from the Connecting Cumbria project. It was clarified that the project would proceed regardless of whether or not de-scoping is achieved. 

1.5 The ITS Technical Group representatives stated that the Company had encountered similar terrain problems in Canada in respect of the network build but they would be additionally working closely with each individual land owner.

1.6 It was confirmed that the network would give every property owner in Dentdale and Garsdale the opportunity of joining the network.

1.7 David Cullen stated that any Internet Service Provider would be able to join the network if they chose to do so.

1.8 In response to a question concerning a general poor response presently experienced by residents reporting faults on the British Telecom network, it was stated that as the Fibre Garden project will be providing a new network the level of breakdowns should be minimal, however; a service level agreement with customers will be put into place.

1.9 Tony Roberts announced that there would be two launch events to share plans and customer subscription costs with everyone in both Dentdale and Garsdale. The first will be held on Tuesday 23 September in the Memorial Hall, Dent, between 7.30pm and 9pm.  The second will take place on Wednesday 01 October at Garsdale Village Hall between 7.30pm and 9pm.

1.10 The ITS Technical Group and Fibre Garden representatives were thanked for their attendance and presentation. They left the meeting at 8.24pm.

Clerk’s Report:

5.1 The Clerk’s report was presented and accepted.

Further information was given on:-

5.2 (Item 1) Members were pleased to note Northern Rail’s response to a letter sent  by Tim Farron MP concerning a request for the early morning train service to stop at Dent Station. Northern Rail has asked its Performance and Planning Teams to continue to work with Network Rail to evaluate the possibility of adding a stop at Dent in the near future. Network Rail have a number of proposals that will increase the line speed in certain sections of the route and once completed will allow Northern Rail to include a stop at Dent. Northern Rail concluded its correspondence by stating that as soon as it is in a position to include a stop at Dent it will do so.  

5.3. (Item 6) The YDNPA had been notified by the Council expressing its wish to undertake a further lease agreement for the Car Park site from 01 April 2015. The Council would also consider transfer / purchase of the site on reasonable and affordable terms should the YDNPA consider the option of disposal. The Authority is currently undertaking a financial review of all its assets and estate of which Dentdale Car Park remains part. The Council will be informed of the result of the financial review in respect of the Car Park when known.

5.4. (item9) A meeting had been arranged for Monday 08 September 2014, between the Council and officers from the YDNPA, to discuss resurfacing of the Council land at Beech Hill. The objective of the meeting is to identify an acceptable surface material to be used for the project.     

Information received since the publication of the Clerk’s report included:

5.5.1 The police report for Dentdale had been received;

5.5.2 On 07 August within the Parish there had been a theft of two chainsaws from an insecure outbuilding together with 50 litres of diesel.

5.5.3 Theft of a charity box from Dent Stores had occurred on 11 August.

5.5.4 On 13 August a water trough stop cock system had been stolen from a field at Barth Bridge.

5.6. Susan Ryall had been elected the new Chair of Garsdale Parish Council and Phil Johns will be proposed as its Clerk at the next meeting on 16 October 2014.

5.7 Residents should have received information from SLDC concerning the change to the way electors register their vote. There are two registers. The first is the ‘electoral register’ which contains the name and address of everyone who is registered to vote in public elections. It is used for electoral purposes. The second is the ‘open register’ which is an extract of the electoral register but is not used for elections. The open register can be bought by any individual, company or organisation. There is a £10 fee plus £5 for every 1000 names and addresses for written information and a fee of £20 plus £1.50 for every 1000 names and addresses for electronic data information. Unless an elector has not done so previously his/her name and address will appear on the open register. If an elector would like their name and address removed from the open register they should contact The Electoral Registration Officer at SLDC, by calling 0845 050 4434 or email: 

5.8 Four yards of wall has been damaged on the eastern boundary of the Car Park. Action for repair has been undertaken.



Chair and Member Announcements:

6.1 Councillor Chris Evans reported that the metal cover in the road at Laning still had not been repaired. It was resolved that the Clerk would report the matter for action to Cumbria Highways.

6.2.Councillor Rita Corpe reported that the footpath gate at Church Bridge was defective and in need of repair. It was resolved that the Clerk would inform the YDNPA requesting action for repair.




County and District Councillor Announcements:

7.1.1 County and District Councillor Nick Cotton announced that Connecting Cumbria would like to hold a meeting with representatives of Dent, Garsdale, Sedbergh and Firbank Parish Councils to discuss the impact of the potential de-scoping of Dent and Garsdale from its broadband project. The meeting has been proposed for 11th or 12th of September.

7.1.2 It was resolved that the Clerk would advise Councillor Tom Stafford with the date and venue of the meeting when known for his attendance together with the Clerk if convenient.




Public Forum:

8.1.1 Concern was raised about the cost of repairs to Stonehouse Bridge.  The bridge has been damaged and repaired several times in recent years with on-going costs to the tax payer.

8.1.2 It was reported that Cumbria Highways had previously looked at buying land adjacent to the bridge to improve access, however; its reduction in budget had prevented that development. Additionally, Cumbria Highways had agreed to liaise with its North Yorkshire colleagues to look at placement of a suitable advanced warning sign on the B6255, but, once again, this would be subject to funding availability.

It was resolved that contact be made with Cumbria Highways for a position statement on the signing issue.

8.2 Reference was made to Councillor Robert Heseltine’s visit to the Parish Council meeting on Monday 04 August 2014 where he referred to the work of the Yorkshire Dales National Park Authority (YDNPA) in glowing terms of support. In respect of planning issues the public member believed it was the case that the YDNPA did not enjoy this support locally. 



Playing Field Committee:

9.1 The minutes of the meeting of Thursday 14 August 2014 were received.

It was further reported:-

9.2 John Hyde had been investigating the possibility of installing a composting toilet facility adjacent to the pavilion. One of the difficulties in making the pavilion available for hire is the lack of toilet facilities. A possible solution had been found which would include a hand washing unit and the site would not need drainage. The Committee will now give the matter further consideration together with locating a possible grant source to fund the project. John Hyde was thanked for his work to date on this issue.

9.3 Peter Moorby will undertake repairs to the leaking pavilion roof caused by the recent high winds.




10.1 A report and notes were received from the Sedbergh and Kirkby Lonsdale Local Area Partnership meeting of Monday 11 August 2014.

10.2.1 Health watch: The LAP meeting had asked Parish Councils to identify concerns on any aspect of current health care provision. Any concerns raised are intended to be included in a LAP health event to be held later this year.

10.2.2 No concerns were raised.

10.3.1 Transport : Parish Councils had been asked to identify any local concerns with regard to Cumbria County Council’s withdrawal of free transport for sixth form students.

10.3.2 County and District Councillor Nick Cotton clarified that the withdrawal of free bus service travel applied to first year sixth form students from the start of the new school year. Second year sixth form students for the new academic year would be unaffected by the change this year. The withdrawal of financial support for sixth form student travel is part of Cumbria County Council’s financial measures to reduce its spending budget. 

10.3.3 Members had received no concerns or complaints from residents within the Parish.




Economic Development Initiative:

11.1 A communication had been received from SLDC offering potential support for any projects in the Parish which have an economic development function. Previously SLDC had assisted the Parish Council with the Dent Business Premises Frontage Improvement Scheme.

11.2 It was resolved to ask SLDC if the economic development initiative would include funding for the current website project which will promote facilities available in Dentdale.




Winter Maintenance:

12.1. A report was received on the current position concerning the winter gritting maintenance arrangements for the U5475, Dent to Cowgill (back road).

12.2 Cumbria County Council’s legal department had commenced work on a winter maintenance agreement with the Parish Council for local provision of gritting treatment to the Dent to Cowgill (back road). Additionally, provisional agreement for Cumbria Highways to supply grit for use on the road section was in place.

12.3 Information had recently been received that the gritting equipment proposed to be used on the road section is not now serviceable for use, rendering the scheme unable to proceed unless alternative spreading equipment could be sourced and funded.

12.4 It was resolved that in view of grit spreading equipment not being available regrettably the project should be stopped at this stage. If funding for alternative spreading equipment could be found in the future the project may then be reviewed.
